When a regular empire conquers a Gestalt Consciousness empire and uses Symbiotic Drones, it is unable to convert HIVE-Minded complex drones into a usable state.
These complex drones do not transform into workers, and even after 10 years, they still remain unusable. As a result, nearly half of the population from the conquered hive empire cannot be utilized — nor can they be purged or displaced.
Steps to reproduce the issue.
A regular empire conquers a hive-minded empire and grants Symbiotic Drones citizenship.
