Vassalised head-of-faith bugged levy-number values

Description​

Landed & vassalised head of faith does not gain the correct amount of levies. Not from his own domain or from temple holdings in my domain as my chaplain. However, head of faith does get extra gold from being my chaplain.

Steps to reproduce​

1. Create Jewish or Zoroastrian head of faith (or any, but happened in both campaigns).
2. Vassalise them.
3. Give them land. Specifically in my case, kingdom tier (Israel / Mesopotamia).
4. Make them your Court Chaplain (extra gold, but no levies)
