In one of my recent games in CK, I think the AI managed to set up an independent Kingdom of Jerusalem (or possibly I released it as part of an event, or he rebelled, or something. I don't even remember), which ended up with a one province Kingdom of Jerusalem who I think was the King, the Duke, and the Count of Jerusalem, with no other provinces or vassals.

So far no problem, but I soon realised that for some reason he had a count-shaped shield instead of a Kingdom sized one, even though he was definitely a king and even had the shiny King border around his portrait. Additionally he eventually asked to become my vassal and I accepted and it all seemed to work out. But eventually I found that every few months he cancels the vassalisation and then shortly afterwards asks to be a vassal again.

A known issue, all titles created by events (like the kingdom of Jerusalem) are treated as a 'count' level title. Usually saving and reloading when the title is created in the game prevents it from becoming a vassal.
 
I managed to vassalise the King of Jerusalem...I just asked. He assented. But then I got an event a few months later saying he was going his own way peacefully. I was okay with that, until he decided to completely suck at fighting off rebels and Mohommedans. :mad:
 
I don't think kings submitting as vassals is 'an issue' really, so long as they are indeed truely petty kings. A weak King of Scotland, or Wales, or Ireland, or Brittany, or Navarra, might mediatize (vasselize) themselves to a stronger kingdom... or prehaps a resurgant Wales may vasselize a very weak English king.

Maybe the King of France would mediatize to the Holy Roman Emperor, that would essentially be a king as vassel to a king.

I would think that a very weak king of Jerusalem should vasselize to a powerful allied king myself. For CK II I would hope for a more robust AI that can deal with the mediatization question with more balance.
