Planning to start a custom game as a byzantine vassal with the intent of usurping the crown for myself militarily. One part of my plan is to become a king-level vassal so I can hold more land to split from during the civil war. Obviously the imperial government disallows unlawful creation of titles. The question now is how do I get around this?

You're not making much sense. If you want to usurp the crown for yourself why would you want to split during the civil war?

You can get the claim to imperial throne if:
  • you're not at war
  • you don't have regent
  • you have prestige over 1000
  • you have piety over 100
  • you are not in debt
  • you're either proud, ambitious or brave
  • you're neither humble, content or craven
  • your liege is not at war
  • your liege has the same religion as you
Gather allies and press the claim, or ideally get a faction tu support your claim.

Sorry I wasn't clear, my plan was to establish a power base large enough to levy a sizable army and grant myself a claim to the imperial throne and press it alone. Then again how levies are calculated among other things has left me worried. Thank you for the reply
