Viable MP nations

I am especially concerned over Brittany, Savoy, Sicily and Bavaria. They seem to lack a real "core" of provinces that assures a certain strength and their survival. Especially their intial poorness is a real problem. Anybody feels like that?

Brittany does have western france and southern england as a core.. Should be a viable MP player.
