why does the vichy event make cayanne the capital of vichy france????, also why does france only get a small part of africa when this event occurs???

What version are you playing? The event is the same as vanilla, so unless you have some other mod installed, it should fire the exact same way as in vanilla.
I have this in my v0.20/0.22 game, I have to say - France still has Paris as it's capital so is a "European" power, but all it's territory is in Africa, Vichy's capital is Cayenne, so they are an "American" power !
