I'm playing as Germany and when the Vichy France event is triggered, Vichy France is created but not where it should be. It simply takes over all the provinces that I haven't occupied yet, does not become my puppet, and has a very low negative number for its relations to me. Is it supposed to do that?
 
I've edited some files in the game folder in terms of unit speed but I don't think I've done any editing concerning events.

Therefore it's correct to have Vichy not as a full puppet, would also be gamey and/or different for the german AI to guard the southern flank (to Vichy) in France if allies invade there.


But why is its relation to me so low?

It's useless to me since it doesn't give me anything, is not part of my alliance, and I can't move my units throught its territory.

The benefits of creating Vichy France is not in what Vichy does for you it is what you get from the rest of France, namely 2% partisans.
