Would you happen to know if this would work if you have the base game from Gamersgate or GOG?

GOG should work with GamersGate, Amazon, or other non-Steam source, and I've had no trouble mixing any of the three, or mixing their expansions with an installation from the original Paradox CDs. Steam is not compatible with any of those other sources, however, so if you have a non-Steam base game, Steam won't even recognize it as valid to install an expansion. Lately I've been dealing mostly with GOG, and have had pretty decent luck with them.

Hmm, seems they just don't let you buy it unless you own the game through them.
