Victoria 2 startup screen problem

So I installed my Vic2 game in my new laptop (Windows 10) , and it installed fine but the startup screen looks weird. There is no background image, it's all blank, and there is a white blank spot in the mod list, I can't play any of my mods because of it. I am attaching a picture of the problem.

After a few minutes of it staying up this shows up :

What could be causing this and what's the fix ?

Going by your Owned Items on display, you don't own the "A House Divided" expansion, but "Heart of Darkness".
Is that right ? That would explain no picture in the launcher. That picture though is irrelevant for the game to launch.
That said, you require "A House Divided" for "Heart of Darkness" to work.

The mod box is always white, as long as you have no mod in the folder.

I just installed a House Divided, and the startup screen problem is still happening.

Not only that, but I installed my mods in the mod folder, and they still aren't showing.

I hope this is the right folder, these files are also put in the paradox interactive folder in my documents.

Ah a, so i was right.
You can't just install a House Divided over an installation inclduing HoD .That won't work.

You need to delete the Victoria II folder and make new clean installation.
First Divided, then Darkness or just let Steam do that part.

Not only that, but I installed my mods in the mod folder, and they still aren't showing.

I hope this is the right folder, these files are also put in the paradox interactive folder in my documents.

1) The folder is right (NOT in Documents), but the *.mod files are missing.
These files make the mod show up in the launcher and tell the game what folder to look at for the mod.
They are or should be in the zip/rar file you downloaded. Here they are probably inside the folders.

2) Be also sure that right inside these visible mod folders, that there are immediately the modded game files.
If the actual mod files are in another folder level below, then the game can't read them.
