Ive already contacted Steam support so I will post a summary of both what the issue is and what they told me:

for a long time now after purchasing the Expansion Pass one of the DLC included in it, "The American Buildings Pack". Has not been added to my library. Everytime I attempt to add it via the button it gives me an error saying: " There has been a problem adding this product to your account please try again later."

seit langem nach dem Kauf des Erweiterungspasses einen der darin enthaltenen DLCs „The American Buildings Pack“. Wurde nicht zu meiner Bibliothek hinzugefügt. Jedes Mal, wenn ich versuche, es über die Schaltfläche hinzuzufügen, erhalte ich die Fehlermeldung: „Beim Hinzufügen dieses Produkts zu Ihrem Konto ist ein Problem aufgetreten. Bitte versuchen Sie es später erneut.“

Our records show the transaction was successful but the specific DLC was excluded from the bundle.
You will need to contact the game’s support department directly as they are best equipped to resolve your concern with their products.
Be sure to include the Steam Transaction ID as proof of purchase:
If they are unable to correct the issue, please provide a copy of your communication with them in your next response.
