Victoria 3 using insane levels of GPU

For context I have a 1650 Super, I am running the game on the lowest settins possible at 30 fps. Playing on 3 speed the game is still using 80%-100% of GPU. It is also having the recent pc freezing issues . But I have no idea why it is using SO much. My graphics card runs most 1080p games at 60 fps comfortably , so why is it chugging to run a map game on lowest settings. Does anyone know why this is happening or how I can fix it, thank you for any support <3.

1650 Super is an older card and it would have similar results in other demanding 3D games released in 2022 and later, 30 fps at 80% usage sounds about right.
Our oldest testing setup with an Nvidia card uses 2060 Super for reference.
