Please explain the issue you experienced in the most condensed way possible
Minor power in war was included in peace negotiation and could not consent to any peace deal

Please explain how to reproduce the issue
US initated diplo play against me (France, conquer Gabon) and Haiti (Regime Change) (i think there was an alliance between HAI and FRA). War support dropped to zero but no peace was possible because HAI couldn't conset to one. 'Yesmen' did not solve the issue, 'annex HAI' still blocked a peace deal.

Is there anything else you think could help us identify/replicate the issue?
