Victoria no host at ip error

very long story short, friend and me were playing hoi2 all is well, a week gose by, we're trying out the new victoria 1.04 and none of us can host or join eachothers games, ive tryed everything i can imagine from opening all ports on routers, to DMZ server, to dirctly connecting to modems, nothing works, simply something is wrong where victoria and now hoi2 can no longer be played online. the only issolated diffrence between last week and now is that victoria 1.04 was installed on our computers and he purchased a new router but even when bypassing it the games failed so im completely stumped. :confused:
