If you are playing Revolutions, you need to make sure you do not have an "extremist" party in power before you make your reforms. IF you have reactionary, anarcho-liberal, communist or fascist parties in power before you democratize, and then try to democratize, you will have an automatic "coup" that negates the reforms.

So what you have to do as Korea is appoint a conservative or liberal (or socialist) government first before any reforms are made, then make the reforms and hold an election. Unless most of your POPs are reactionary, the reforms should hold.
