Make sure you're playing for VP. Done in the game setup.
You get VP for all kinds of things it seems. Winning battles, expanding, good economy, whatever.

Be sure 'Base Victory Points' are turned on in the game options. I have seen other countries with negative points, so I assume it's possible for you to go in the negative as well. If you do have VPs turned on, then a) your leader must be a poor diplomat, b) your economy ain't so good, or c) your armies are getting kicked around the battlefields.
Any way to see these settings after the game has started? I could swear I selected Base Victory Points and yet it's obviously disabled in one of my games.
I am having the same difficulty. When I restart the game and check the Victory Condition, it says Standard Victory conditions. I am play Russia in the Grand Campaign. I have completed several missions, but still have 0 vp.
