Summary​

Virtually all PM change tooltips are wrong about what goods will be produced more / less.

Description​

As shown this PM change will result in no diffrence for how many units of liquor are made - yet the tooltip things it will make a big diffrence. I believe this is caused by the game (incorrectly) assuming that the building will be more/less employed after the pm change.
This renders the tooltip very unhelpful - since it's consistently wrong about the predicted balance, predicted productivity and predicted goods input and output that the PM will cause.

Steps to reproduce​

Read a PM tooltip prediction about how changing something to do with good A will also change good B production
Change the PM
Note that it doesn't infact do that
