As a map builder I really miss something I could control people's activities with. Like a couple of invisible objects that would attract tourists, leisure, have jobs, ...
This is what the already landmarks do.
I would always prefer that the attractions are visible to keep the game coherent. My favourite would be heritage trams (vintage vehicles from the past) working on a sightseeing route to attract tourists. This would make an amazing DLC pack.
The landmarks should be taken out of gameplay completely as the system doesn't make any sense, the buildings should only be plopable via the map editor.
The main problem in my option is that people only walk on sideways on roads, and vanish in buildings. They no longer gather around in parks or market places like in CiM1. And even at landmarks the people just disappear instead of taking photos of the Buckingham Palace or wandering on the stairs of the Sidney Opera House. These little things would heavily improve the ambient of the game.
