Vizier doesn't earn any money

Description​

When going for Mulct them dry achievement I have realized that my Vizier had only money which I gave him by gifts, the game says that he should earn some money on monthly basis but he hasn't, please see screen shots and saved game attached. That significantly impacts the Vizier and his ability to do anything.

Yeah in my game the Vizier had so little impact (none actually) that I removed the position so I could see my beautiful wife next to me each time I click myself (and not the Vizier's ugly face).
