Viziers are leveraging position way too often!

Description​

When you appoint a Vizier, he will eventually try to leverage his position to gain gold. This applies, I quote, a "Powerful negative county modifier". So far this sounds like a normal con of having a Vizier. The problem is that this happens way too often. How often you might ask? an average of 3 times a year. This is a problem because this "Powerful negative modifier" lasts for 8 years! If you are a small kingdom of a couple duchies you end up with the majority of your realm having a "Powerful negative modifier" meaning fewer levies, less gold, less control, more rebellions, less development progress, etc... This is in my opinion unbalanced and renders Viziers a mechanic to avoid which is a shame. I provided an example with three screenshots within the same in-game year. 5 years of this and that's 15 counties with "Powerful negative modifiers"! that's between 3 and 4 duchies depending on where you play! Please fix this.

Steps to reproduce​

Be Muslim clan, have a vizier, play a while, and see how often he will "leverage his position".
