Alright, couldn't find a dedicated suggestion thread in skimming, so sorry if I missed it but here's a couple of ideas. Two of which I've currently implement myself so I know it sort of works and the others which are unbacked.
1. Expand the Cultures applicable for Freeholder stuff in Volantis, currently it appears that High Valyrians aren't included, so joining up as Aegon in the bleeding years and eventually coming to power or putting a Targ in Volantis at any other time seems to end the Triarch system which feels like a bug.
I'd suggest, I'm suggesting? I guess I'm actually posting this as a suggestion so it'd be, I'm suggestion, that High Valyrians and probably the rump cultures on the peninsular (as they're 'true' valyrians too.) be included.
Maybe it'd be easier to have it just check for the culture group with NOT = {culture = dragon } so everyone if under the rule of Volantis or another neo-Valyrian freehold can get in on the freeholdy fun.
2. Add in a new religion group which doesn't actually exist in the game, which has as it's CoA's all the dynastic and hedgeknight files set to random=yes so the player can customiser or ruler designer them in without risking them popping up on random AI dudes.
And now the smaller and tested two.
3. Add the Indian CoA patterns on to the Valyrian/Rhllor. The zoroastrian based one's they've got current don't have much variety and the Indian CoA has both Tigers and Elephants so it suits Essos, especially Volantis pretty well.
Probably at some point you'd want to drop the Buddha and especially Indian stuff for more Dragons, but as a two seconds trick to get more diversity it works pretty well. I say pretty well as there's a slight discolouration on the lefthand edge for some reason but it's not so noticeable.
4. Have the Summer Islander religion group be has_coa_on_barony_only = no, as the vast majority of their titles are question marks so why not?
