I tried adding a triggered_modifier that severely hampers a country's manpower reserves. As you can see, the modifier triggers properly, and the effects display properly:
But then loading the game without the modifier shows virtually the same manpower numbers:
So, on a hunch I tried a positive modifier as well (I've noticed a few modifiers don't like negative values, like senate_influence and the like), and achieved the same result:
And yes, I let the game run for several months to let it recalculate manpower reserves, still nothing.
