I'm playing as Tuscany in the IGC.

I have declared war on Papal states. I have conqured Rome.

And I can annex them. I'm not doing this but demand war damages. I demand 1000 ducats. (I have max 7 stars). But I only get 250 ducats. How can this be???

Don't they have any more ducats?

Can someone explain this.
 
you got it! You can ask all you want, but they can only give you what they have and unlike human players, they are not allowed to take loans to cover their peace agreements (it use to be that they could, but then it introduced a "cash cow" syndrome where human player would focus on a small country (i.e. Parma) and attack it everytime they needed money.).

The trick is to offer peace January 1 or 2 so that at least you'll get all of their fresh cash.

This issue of not knowing how much you can ask has been discussed before and put on a "wish list"

Yes I already got Emilia and Romangna in my first war against the Papal States.

I thought they would be quiet for a while but they were not. So I occupied Rome and demanded some cash.:)

I think it is not wise to annex them totally. I could be in some serious trouble if I did. My army is not strong enough to deal with a large force of a major.
 
I wish the balance of unpaid war debt would be converted to a "loan" balance that the defeated nation would still have to pay to the victor in 5 years, or risk giving the victor a new CB. That I think would be a better solution to the "cash cow" problem.
