Summary
War goals seem to be enforced randomlyDescription
Wars involving many attackers have their war goals enforced in a seemly random member.As an example, playing as Brazil, I attacked Bolivia for the JE, asking for North Peru and Iquicha to be transferred and the return of my cores, called in Ecuador offering South Peru independence, called in Chile offering Antofagasta.
Upon enforcing the war goals through capitulation, in my final save, North Peru has been transferred, South Peru is independent and Antofagasta is chilean, the remaining territory and asked for just remained with Bolivia, as did Iquicha.
In previous attempts, war goals seem to randomly not be enforced, sometimes South Peru remains a puppet of Bolivia or Antofagasta is not given to Chile, etc.
Later invaded Bolivia again, and upon war enforcement, Acre was not given despite being demanded.
Most recently, Bolivia (now a Brazilian protectorate) decided to invade Argentina, upon Argentina backing down, Bolivia ceded to them Potosi (their demand), while taking Tucuman (and Brazil getting Corrientes).
Attached are two saves, one of 1837, midway through the initial war with Bolivia, with all war goals attempted, being possible to note how its effectivelly impossible to enforce all war goals because they simply fail to take effect. The second save is from 1851 with the current state of the game after 3 separate broken peace treaty).
