War of Holy Subjugation - working as intended?

As the title says, is the war of holy subjugation for [duchy] available to ancient religions working as intended?
Given that winning such a war subjugated not only the vassals in the target duchy, but the whole realm of the defender, it seems kinda OP (a meek ruler with a few counties might manage to subjugate an entire neighboring kingdom or empire in a manpower crisis with a single war), and also makes the necessity of a specific target duchy pleonastic.

I did not experience this kind of war personally, but I've witnessed it three times during my playthrough. Once, Venetia (who later became SPQR) warred for the duchies of Croatia and Tuscany, and ended up subjugating, respectively, Illirya and Valencia (republic that managed to control most of the West Mediterranean). The other time, Nobatia warred for the duchy of Chad, and ended up subjugating more lands than just the target duchy. Those events happened quite a few years before the save (at least 30 years before in the case of Venetia subjugating Valencia), so I'm not sure you'd be able to backtrace what exactly happened by using my savefile, but w/e.

v0.6K7 (+ the hotfix for the costant crashes) running on 2.4.5. Is it old?

Sorry for double-posting, but an edit to my previous post would probably pass unnoticed
Playing on 0.6K8 now. The potential to wage a War of Holy Subjugation is completely gone now for some reason (maybe because my character is craven,I dunno).
Also, I've noticed I'm now able to wage a Sacred War even though my religion (Luwian) doesn't have a martial soul, even though the casus belli tooltip specifically says "This CB can be used by [ character] to prove his devotion to the MARTIAL soul of his religion"

Are you sure you're Luwian and not Tarhuntite?

Yeah, I'm pretty sure I have no Tarhuntite vassals nor courtiers either.
