Description​

The overlord (France vs Prussia) is FULLY occupied yet the war support cannot be reduced below zero because the puppet where a wargoal exists isnt occupied.

Steps to reproduce​

The overlord is FULLY occupied yet the war support cannot be reduced below zero because the puppet where a wargoal exists isnt occupied. Occupation of the Overlords' capital should be enough as the tooltip sais but it isnt, war support cant be reduced below zero.

Can confirm, had the same in a war against Bolivia (and their vassal North Peru). Even if I occupy entire Bolivia, the warscore won't tick down below zero until the primary wargoal (conquer Lima) is occupied, which is stupid.

I think you meant to say "below zero", not "to zero".
