Warehouse goods issue

Freight trucks won’t show 0 in use goods warehouse always 100% full no matter how many I build am I doing something thing wrong is is this a glitch . Warehouse r located next to highways and cargo train w plenty of industrial and commercial around. All other warehouse r working normal

If the warehouse is set on balanced then from my experience it won't budge until your businesses or other cities request them.
