This is a rather silly idea; I'm not even sure how much it makes sense tbh.

One big problem I have with fleet combat is that it's not really clear how well certain things work (or how they work, period). The only real opportunity you get to test this out is by actually going to war, during which there are a ton of confounding variables.

What I want to see is a 'stage wargames' feature. You pick a system you own as the site of the wargame, and you pick one fleet as the opposing forces. Once the wargame is active, you can move the opposing forces fleet into the wargame system, and it turns hostile. You can then move any of your other fleets into the system to 'fight' it and see what happens. Ships are 'destroyed' and retreat as if it were actual combat so you can measure that aspect of things as well, but once the fighting resolves you get all your ships back at full health.

Maybe staging a wargame can cost 'trade'/logistics, but provide you with a temporary military buff after it's done. Or if that's too exploitative, maybe it can provide some non-military bonus like unity or upkeep reduction.
