Wargoals not enforced upon capitulation

Description​

GB started a Protectorate diploplay against Sambas, who are in my USA Trade League. I joined on the side of Sambas in exchange for a Liberate Canada, Mexico joined too for Investment Rights in the Ionian Islands.

When GB's war support drops to -100 and they capitulate, only Sambas' Humiliate GB wargoal gets enforced.

The capitulation happens after a few in-game days.

I can confirm this, I routinely push an aggressive Transfer subject CB against Bolivia as Venezuela after annexing New Granada because I am a madman trying to make this tag work. In 1.9.6, I could transfer North Peru, liberate Izquicha and South Peru (assuming they didn't join my side, which somehow invalidates the liberate wargoal!) and end up with Peru as my subject. Now, capitulation seems to only give me wargoals that don't involve subjects, since I still get the money transfer I asked for as a secondary, but not the subject I asked for as a primary.
 
Quick question? Are you guys making these "primary" goals? It might be that you can work around this by setting these as primary war goals.
In my case, it's automatically a primary since it's from a reverse sway.
 
I seem to have a similar problem. Playing as United States of Europe. Declared a transfer subject war on the Raj to take it as a subject as the primary wargoal, then when Russia joined with Britain, added secondary wargoals to return states in the Baltics. When Russia capitulated first, the return state wargoals were pressed, but when Britain capitulated later, the Transfer Subject wargoal wasn't presssed.

Attaching my savefile with a similar issue. I, as Afghanistan, have declared war on Russia to liberate their puppet Kokand. There is an ally Germany, and we have a bunch of other war goals: liberate Ukraine, Siberia and Kazakh (all part of Russia itself, not puppets). In less then a month, Russia will capitulate. Ukraine, Siberia and Kazakh will become new countries, as expected. But Kokand will remain a puppet of Russia (incorrectly).

However, if I ask Russia for peace, and check all of my wargoals, it will accept. And then Kokand will become independent, as expected, along with the rest of countries. So there is a partial workaround - ask for peace manually. Will not work if you're not a war leader.

Game was started in 1.9.6, and migrated to 1.9.7. This is the second time in this game where this bug happens, all for Kokand.
