Wartime capital unit cap?

Does anyone know if there is a wartime capital garrison cap similar to the peacetime one? I'm getting really annoyed watching the ai keep 49 created divisions on its capital while leaving its border undefended (border units got encircled and destroyed).

I don't think those capital stacks are generated by a priority to garrison the capital, units gather there when the ai has no other need for them, so giving higher priorities to borders should reduce the stack by itself.
