If a user wants to create a water facility that both processes sewage and consumes water, then they should be allowed to do that. Perhaps have an option somewhere that allows them to otherwise override asset design decisions.

As things are currently, it makes development of certain assets impossible. Let's say for example, that we want a water facility that will both process water and pump it back out again.

Also, as it stands, even a water sewage facility needs to consume some amount of water in order to function properly, whether this be fresh or otherwise.
