Anybody has a WATK map, which could be filled in MS PAINT?

i don't think there are any blank maps. The closest thing are the ID-maps found here. Although they have ID numbers on each province.
You can always make such a map yourself.
You just need to extract the map into a eu2map file then you extract the image parts you want and use the ID map for it.
