I am playing as France, patch is 1.03c, no mods. When I go into a Papal states relations screen, the choice of starting a war is blackened and it says: you may not start war upon Papal States again until march 1846. Year is 1866, and I never started war against them. Though they dowed me when I attacked Sardinia-Piedmont. Same thing with Austria and Modena.
