If there are no other factors, yes.
I've had some absolutely sick problems with routers in my days... You should never trust them hehe. What's worse is that sometimes the prolems are unfixable without A) changing router (hazardous since new one may not be any better, if the problem ever was the router), B) reprogramming malfunctioning program's netcode (to which you usually don't have access), or C) changing ISP/connection (going a bit too far).
