Weird multiplayer lobby bug

Two of my friends are having a really weird issue in private multiplayer sessions where they are able to join, but they don't see anyone in the lobby other than themselves. Everyone else can see them and even their empire portrait, but when the host actually hits start, they don't load in. It just started happening to the second guy today, but the first guy's been having it for about a week now. Second dude was able to join without issue for multiple different sessions on different saves. We're all on the same version and no mods either. We did notice that no matter what, the server didn't pop up in the server list.

Things we've tried to fix it so far:

• Verify files
• Reinstall game
• Reinstall steam
• Host the server without a password
• Have them join with the server ID instead of steam join
• Disable firewall before joining
• Completely uninstall antivirus before joining

There's one last thing to note also, and that's that the first guy's chat bar was messed up and had a mic and send button that were overlapping in the lobby. This is a super weird issue and honestly have no clue how to fix, any help is greatly appreciated.

We're currently experiencing the same behaviour in our play group, so far nothing resolved this issue. Before that we've played through the pandemic without any major issues.
