Does anyone know what's causing this? I have a ton of mods installed and I've tried disabling the visual mods that I thought might be responsible. I started noticing it shortly after installing Toggle Overlays so I disabled that one first, but it's still doing it. This constantly happens when I'm trying to zone anything.

Thank you! While changing the anti-aliasing settings did not help, I'm glad I checked because I noticed that Dynamic Resolution Scale was set to "automatic". I turned that off and it solved the problem.

One additional note: At first, I thought it was only impacting the zoning grid. After looking a bit more, it does it at all times. It's just less noticeable without an overlay turned on.
