Western Protectorate not firing

As you can see I have treaty ports in the strategic regions North Germany, North Sea, France, England, Iberia and Italy, yet the achievement is not firing. Is it a bug or do Germany and Italy need to have been formed for the achievement to fire?
Achievements are possible, its currently the 18th of January 1931 and I'm not playing with any mods or debug mode enabled.

Are they all active? On previous patches you'd need to be a higher rank than the country you were targeting for a treaty port to be live but I don't know if that's still the case

What do you mean by active? They all have harbours if thats what you mean

Looks like OP is #1 power so that shouldn't be an issue?

The entry for the achievement on the VickyWiki lists specific states that your treaty ports need to target; it may be that the one you have in 'Germany' doesn't fit, if it's in Friesland (?) rather than one of the ones specified?

Looks like it's a bug that hasn't been fixed in 1.5 years. Sad!

Make a new Iberian treaty port that isn't in Asturias and see if the achievement fires; if it doesn't, open the Achievements screen in the Esc menu and check the tooltip for Western Protectorate

Pretty sure it's this, I remember also having an annoying time trying to get this achievement to fire.

When you click on a treaty port, the state interface should say "Active/Inactive Treaty Port"

To have a treaty port on someone on previous patches you'd need to be a Rank Tier above them, so GP > MP etc

Yeah, that's why I liberated Ireland and Occitania when i was going for this one.
