At the moment, there are several groups in Westeros that are currently restricted to a duchy or two; these areas tend not to be especially powerful, due to having low-tier holdings, which is reasonable. However, many of those areas were historically independent (such as the Crannogmen), and on the off chance they get independent they tend to be easily adsorbed anyway. Hence, I would suggest they get two-tier cultural buildings, akin to the Ironborn Shipyards, as a possible incentive to make possible independence runs more feasible.
Crannogmen could have a cultural building that gives them powerful offensive light infantry and archers; while they do fight with spears, the small size of them would likely make them more appropriate to count as light infantry.
The Hill Clans should likely have a cultural building that gives them a small amount of mixed infantry and light cavalry; the Clans seemingly are more willing to put mobilize more of their population than the surrounding northerners, due to being, well, clans, and the presence of additional warriors can likely be explained as the clans themselves being able to marshal the smaller clans that are under the direction of the ones mostly identified as 'lords' by their fellow westrosi.
The Skagosi are a trickier subject, as they now have access to a powerful fleet if they become independent; unfortunately, they can barely marshel up a thousand men or so! Hence, I would also suggest that they have a cultural building, possibly one that gives them more heavy infantry and a small amount of light cavalry.
The Sistermen could likely benefit from a cultural building that gives them light infantry and boats; the better to be pirates, of course! In all seriousness, the Sisters, while probably not densely populated, should probably be able to muster more men combined then, say, Old Wyk. While their castles and lords are certainly poor, the total manpower they can muster up should probably be a little higher; hence, a cultural building that gives light infantry and ships could give the Sisters that needed 'nudge'.
The Vale Mountain Clans could possibly be given a special building, if they somehow manage to take back the Vale. Such a building could probably be powerful, to represent a entire population gradually fortifying their reclaimed territory in the region, and would probably be akin to the Wildling Barracks building chain.
