I presume I'm right that the religious difference thing means there's no way I (Russia) can ever annex pagan Mysore politically? I'm currently well established along India's coast but am prevented from expanding inland by Mysore's three provinces. I know I could probably get a military annexation but I don't have a CB and am a bit reluctant to send the cossacks in because of the effect on my stability...that and the 81k sabre-waving Mysoreans waiting just across the border!
It does seem a bit odd that declaring war against Mysore, or the Incas, or whoever, without a CB should cause the same loss of stability as it does against 'civilised' European neighbours. Would far off wars against so-called heathen civilisations still have been regarded as a threat to the balance of power and, if successful, wouldn't they have been more likely to increase your international prestige rather than reduce it?
