In the Asset Editor, most services and buildings have some form of "accumulation" value in the Properties window. So what do each of these stand for? Noise accumulation, garbage accumulation for Incinerators, fire-safety accumulation for Fire Stations, healthcare accumulation from Hospitals, police department accumulation from Police Headquarters, education accumulation, noise accumulation, etc.
 
Could it possibly be how many people accumulate there?

Probably not, since there are things called "noise accumulation" and "garbage accumulation" is probably how much garbage can be stored in an incinerator, but I'm not 100% sure about it either. I mean, does it mean the incinerator can store that much garbage? If so, does the incinerator start working after that much garbage has been accumulated or does it accumulate garbage and work at the same time?
 
It is the strength of the different effects. Noise accumulation is how much noise pollution a building produces. Pollution accumulation is regular pollution. Garbage accumulation is how much garbage the building creates.

Generally it is the strength of the given effect. Almost always it is paired with a radius of some sort to determine how far out the effect spreads. Things like fire departments spread fire safety along the roads starting at the accumulation strength and slowly decreasing out to the length of the radius along the roads.

For a garbage incinerator, garbage capacity is how much it can store, and garbage consumption is how much it burns.

Thanks very much for the explanation. What I still don't understand is whether the Accumulation stat should scale in proportion to a building's capacity. For example, if I create a modded high school with half the student capacity of the vanilla high school, should I also halve the EducationAccumulation? If I create a modded police station with double the police car count of the vanilla police station, should I also double the PoliceDepartmentAccumulation?

I've seen some mods which scale Accumulation with capacity, but others which don't, so I'd be interested to understand what's behind this.

Your choice. As already stated if you say want to change it from having 100% effect starting at it's center being 50% in the middle of the radius and 0% at the edge then leave it alone, if you want say 200% at the center 100% at the middle and 0% at the edge then up it. It's up to you and what you want.
