What does "Historical events and monarchs" do?

Probably gone over many times before, but a quick search failed to turn up anything. How can I mod if I don't know what this file does?

(PS. You may be wondering why I've suddenly appeared. I found EU at my local game for 49p (reduced from £1.99) so I thought I may as well get a piece of gaming history. Interestingly, Breed was being sold for 99p )

The description is reasonably clean

It makes a defined random event with defined targets happen during a defined month of a defined monarchs reign.

It doesn't save though, and only reads when a monarch is appointed, so only events happening between a monarchs ascension to the throne and you quitting the game will actually happen..

So what does the date column do? And is there any difference between the .txt and .csv files?

OT: I am wondering about the mod's sigs. I wonder what started that off...

Text file is probably a badly saved .csv that has tagged along somehow.
Date is like I hinted at the number of months that will pass between ascension of monarch and event happening.
Take a look at IGC or monarch/leader editor, both make variations in this file for you.
