What exactly are civics in this game?

The victory screen says the first empire with 12 of them wins. I seem to have 4 right now. What are they? Where can I view them?

bonuses. you start with 2, bringing a race into the federation, or i assume conquering a race, gives you theirs on top of your own.

to view them, click your race flag, top left. on the window section showing your leader, they are shown at the bottom right.
