What folder is the "Scourge of the Gods" modifier located in?

I want to tweak it a bit for my own personal mod, but can't seem to locate where it is in the game files. Thanks in advance.

common\modifiers\00_basic_modifiers.txt, ai_extreme_conqueror_modifier

for the future, how to find such things:
search through the localization folder for "scourge" (Crtl+Shift+F in VSCode)
it will say the name of the modifier
search through the common folder for the modifier
