Whenever I play a country in the Americas or Australia/New Zealand, the non-national minor cultures are rapidly replaced by the main national culture. E.g., whenever I play the United States, Immigrants to territories like Alaska, New Orleans, Texas and New York are quickly replaced with the yankee culture and some southen states with the dixie culture are completley converted to yankee. Or when I play Brazil, all immigrants are converted to the Brazilian culture. Btw, I currently have Victoria Revolutions installed with the latest VIP mod installed. This problem had originally been in Revolutions before I installed VIP.

Different continents have different thresholds on assimilation, the Americas get a huge bonus to the size of a pop that would be converted, and the US gets a special bonus on top of it. In Europe it is relatively hard to assimilate, even with a full citizen ship party.

this is a good thing called assimilation, non-national POPs are less useful than national POPs.

For USA, if you have a full citizenship party, then you'll be assimilating POPs of any size if it is not a majority

Is there any way to make it harder to assimilate POPs? Because I hate how, by the 1860s there's not a single Indian POP left anywhere in California, and by the 1870s, there's hardly any Afro-Americans left in the South, and many province don't have any Dixies either for some reason.
