I seem to always get declined, I have good internet and no mods enabled. The only thing I can assume it is is the amount of time I have in the game.. Or something else.
 
In the last time, there seem to be only private games hosted in the multiplayer. They want to Play with their friends and noone else, but are to lazy to create a Password. Its not ur fault that u are always declined. If u have all dlc u should try to host a own game and let other Players in, instead of waiting for someone willing to let u in. I have myself no other choice to wait until someone lets me hotjoin, because i havent all dlc and if i host one game all are leaving if they see that it is a game without dlcs.

U too can join persovs mulitplayer Group. He made a thread where he recruits members who Play stellaris. If someone hosts a stellaris game he announces it in the Group, so u will know if there is someone who lets others hotjoin.

The hoster normally writes "ALL WELCOME" if they want people to join. And even those games dont always want hotjoiners. Maybe alot just hotjoined or they feel they have enough players.
 
When you're attempting to hotjoin, the host will see your name and a green box to accept or a red box to deny. That's it.

Many players are fine with people joining before the game starts, but a lot don't seem to like people joining in and taking over for the AI. Changes the flow of the game when suddenly that AI you were buddying up with becomes a player or if you get your fleet together and are about to take territory and then they're a person instead of an aggravating AI with Border Friction problems after plopping a frontier outpost down next to your developing colony. You can try joining games that are tagged with 'hotjoin' though.
