Pardon my spelling, but it's a Cassus Belli (CB) shield indicating the nation has a standing permanent or temporary CB against you. They can declare war without much in the way of reprisals, if I've read correctly. No loss of stability, no loss of status with certain friends, etc.
 
The shields on the political map. If another country holds one of those (they represent core provinces of our country) u get a permanent CB against that country untill u get those provinces.

Editing wise they are put under national provinces.
 
Of course they are rarely used to really depict 'national provinces' of 1492. E.g. Turkey and Russia have CB shields all over the provinces which marked their heyday of expansion and were in no way 'national' to them in 1492. So in fact CB shields are used by scenario designers to 'guide' countries along the way of their historical (or intended) expansion.

Great! I should have realized that one. So in my Nordica Scenario I might set a CB shield for Nordica in Normandy and the Highlands of Scotland since those were provinces settled, or at one time ruled by Vikings who might well want to belong to the mother country.

Now, if I understand this correctly I would make Normandy and the Highlands national provinces for Nordica but make them owned provinces for France and Scotland. Then Nordica would have CB shields in Normandy and the Highlands. Right?

Yes, the 'national provinces' are often not really national. It's a pity that there aren't separate 'CB provinces' to encourage expansion in the right places, and 'national provinces' that actually belong to a country in a more meaningful sense. That way the Ottomans wouldn't be able to take Hungary without having to deal with the 'nationalism' revolt risk.

Right. U get a CB against whatever country occupies them and once u get them under control there won't be a nationalistic revolt reflex.
 
Thanks for the help guys! Now, one more question. Is it possible to make a province a national province for more than one country? Could I make Lorraine a national province for Lorraine (obviously), France, and Brandenburg? How about for just two of the three? How about more? it seems to me to be a useful way to give two (or more) countries a CB against each other.

I like the idea of making the capital a CB shield too!
