I would like it to start as far back as possible. Like babylon old, and go up to the 1700 or so.

Babylon old? How about no. Personally I think 1399 is too early as it is and is better represented by CK2. An Ideal time period would be 1453-1804.
Well the time period yes. That is the time period this game covers. CK2 is 1066 to 1453, Victoria 2 is 1836-1936, and HOI3 is 1936-1948. They each model specific periods of history, and have specific systems designed for these periods.
EU3 does not well represent Feudal or Ancient systems well, and it's not good at simulating the 19th and 20th centuries. Those are what the other games do best. Therefore I think 1400-1453 to 1836 would be ideal.
I like the time of MEIOU, 1356 is for example, the year of the constitution of Holy Roman Empire. and you can play with the Byzantine Empire.
