Move=Attack means that the battle is initiated immediately after ordering a move towards an enemy army, like in Hearts of Iron. The standard way of attacking in most Paradox titles is that the battle is initiated after an army as moved onto a province containing an enemy army, like in Europa Universalis and Crusader Kings. That's my understanding of it.

In HoI series the combat is initiated as soon as you order your unit to move to another province occupied by an enemy unit. In other PDS grand strategy titles combat is initiated when the unit you ordered to move reaches the province your ordered it to move. It makes sense, since modern warfare is very different (considering the range of weapons and the distance at which combat starts) to medieval, or even XIX century warfare. Only Victoria series might use a move=attack system that made sense, and only for the late third of the games timeframe.
