What is the trigger to establish Summerhall as a summer house?

As the title suggests.

I can't find the trigger anywhere. Can anyone help?

I believe as a Targaryen, you have to own the county of Blackheart. If you do, then there's a decision you can do in the intrigue menu called "Build Summerhall/Summerhouse" I don't remember it exactly. That sets off an event chain and in a year I think, Blackheart is renamed Summerhall and made integrated into the High Lordship of King's Landing.
