With regard to stats I always assumed I should rate a character as competent in a particular area when they have a skill of 8, be it martial, finesse, oratory or religious. In CK2 this seemed to be the mark. Anything higher just meant that character was particularly good.

However in IR 8 is a high stat. Base stats are always particularly low and new characters after 100 years are rarely 8+ in all categories, if any. I often find myself happy with a character having a stat of at least 7 as long as statesmanship is decent.

So in my games I now assume a character is competent if they have skill of 5 in a category and anything higher is very skilled. Those characters with skills of 10+ are major characters that change the world. What skill level do you rank as competent?

Five is too low for being competent but many times you have to go with them as you say.

7-8 would be my threshold for competent, this being completely subjective.

I agree that 10+ are exceptional.
 
It is low, just on average it seems to be what to expect as average. But still hoping for at least 8 is ideal. When comparing to CK though the stats are lower so I was thinking should we expect a lower number to be ‘competent’ as well
 
I find myself using people with 6-8 in their relevant stat the majority of the time, so I would call that the average from my experience. 6 is low end of competent, 8 is high. Above is excellent and below is poor. Unless you're a mercenary captain, in which case the average seems to bump up a bit. Usually I go for 10+ Mercs.

Merc Captains get a +5 to their military skill with the "merc captain" modifier next to it. So, I mean, judge that how you do. This does explain why so many are 10+ though.
