tech teams missing

after taking the advice from Mr G (thanks for the info about the RAR website ) i downloaded winrar and extracted the files to the game i then Started into the game as mengkukuo just to see if they had some tech teams as this country had none the odd thing is they still dont even thought i have upgraded to 1.3b download so i went into winrar and went through the whole process of replacing the files from the patch into the game again no tech team for that country finally being new to this rar program i was able to view the files that would be change through the winrar view button to my supprise there was only 1 file in the tech team folder for the soviets so going online i checked with info for 1.3b at the HOI2 website here and there should be upgrades for just about every country including Mengkukou. Am i missing something here the rar download is the correct size, i followed the instructions to the letter when extracting the flies should i download the the patch again, the only thing i can think of is during the process of extracting files you have a number of options which are:extract and replace file (which is what i did ) or extract and upgrade but even if i did the wrong process the tech team folder i viewed still only had the soviet team file whether i replaced the folder or upgraded it there is still only 1 team in it can anyone help me out here thanks
